Newnan Urban Redevelopment Agency (NURA)

In 2009, the Newnan City Council adopted a resolution to establish redevelopment areas on the basis of blight, under O.C.G.A §36-61-5. The following year, 2010, the Newnan City Council adopted two resolutions establishing the Newnan Urban Redevelopment Agency (NURA) and the Urban Redevelopment Plan (URP) under O.C.G.A §36-61-17, and O.C.G.A §36-61-1 et. seq. NURA is composed of nine (9) members appointed by the City Council, two (2) of the nine must be members of the Housing Authority Board and must be appointed by the Mayor; additionally, the Mayor also appoints the Chairman of the Board. NURA holds the power undertake redevelopment projects in accordance with the URP, to borrow and/or apply for loans, grants, or other contributions, sales/disposal of property, engage in contracts. The Newnan City Council remains responsible for approving and amending areas of blight and the URP, the issuance of bonds, and the levying of taxes. Under the resolutions adopted, the NURA has been charged by the Newnan City Council with the critical task of addressing neighborhood redevelopment concerns and the development of affordable and workforce housing within the identified redevelopment areas in Newnan city limits. This mandate reflects the City Council’s commitment to improving the quality of life for residents, promoting economic revitalization, and ensuring that Newnan remains an attractive and sustainable place to live for individuals and families across all income levels. In response to a growing demand for accessible housing, especially for low-to-moderate income workers, the NURA has been tasked with leading efforts to redevelop underserved neighborhoods and expand housing opportunities. The development of affordable and workforce housing is a key priority, with a focus on ensuring that new housing projects meet the needs of local families, provide long-term sustainability, and contribute to the overall health of Newnan’s economy. The NURA’s work will involve collaboration with local stakeholders, community groups, and private developers, while also aligning with broader city-wide goals for equity, inclusivity, and responsible growth. Through this charge, the NURA aims to create vibrant, resilient neighborhoods where all residents have access to safe, affordable, and quality housing.
