Thank you for your interest in submitting an application to the Newnan Police Department (NPD) for a cold case review under the provisions of the Coleman-Baker Act.
Only applications that meet the criteria for a case file review under the Act may be accepted by the Newnan Police Department.
Prior to acceptance of an application under the Act, NPD shall verify –
1. The crime is a murder as defined by O.C.G.A. § 16-5-1.
2. The murder occurred on or after January 1, 1970.
3. The murder occurred three (3) years prior to the date of the application.
4. The initial investigation of the murder was completed by the Newnan Police Department.
5. All probative leads have been exhausted or no likely perpetrator has been identified.
6. The applicant is a designated person.*
7. All the application’s required information is true and complete.
* A designated person is a parent, parent-in-law, grandparent, grandparent-in-law, sibling, spouse, child, stepchild of a victim, any person who exercised in loco parentis control over a victim under the age of 18 years, or their designated attorney in good standing with the State Bar of Georgia.
If an application does not meet any of the above criteria, NPD may not accept the application under the provisions of the Act.
